Interested vendors must prepare and submit their proposals in response to this notice, with documents clearly labeled in accordance with the four categories specified. All submissions must be in English. The BPA shall not exceed five years. The cumulative BPA value shall remain within the simplified acquisition threshold (currently USD 250,000 or equivalent in Kuwaiti Dinar) for SAM-registered contractors, and USD 30,000 for non-SAM registered contractors. The government requires that all drapery services be performed directly by the contractor. Subcontracting is not permitted. The government will evaluate quotations to determine the best value and may establish multiple BPAs if in its best interest. The government reserves the right to establish one or more BPAs, make no award, or cancel this notice at any time. The government's standard payment term is net 30 days from the date of a proper invoice or acceptance of services, whichever is later. Vendors shall propose firm fixed prices per the estimated sqm as shown in the tables below, in accordance with the terms of this BPA and the statement of work (SOW). Proposed prices shall remain firm for 12 months from the date the government establishes the BPA with the contractor. The government will provide electricity at the worksite for the contractor's use. The contractor is responsible for any damage caused to the property during the course of the work. A two-year warranty is provided on all work, covering defects in hardware, materials, workmanship, and installation. The contracting officer's representative (COR) will inspect all work upon completion to verify compliance with the SOW. If the draperies fail to meet the specifications, the COR will require the contractor to correct the deficiencies at no additional cost to the government.
