Consolidated Nuclear Security, LLC (CNS) is seeking interested parties to contract for the deactivation and stabilization of approximately 200 55-gallon drums of mixed materials (lithium, beryllium, contaminated, painted stainless, and depleted uranium chips and turnings). The successful bidder will be responsible for the deactivation and stabilization of the chips for disposal, either at the vendor facility or at the Y-12 site. CNS will supply a suitable location and the necessary security planning and documentation for on-site processing. The vendor site must be capable of storing and processing classified matter. Interested parties should reply to the expression of interest by July 18, 2025. The project will be executed using a fixed-price subcontract, and the scope of work will be performed by the bidder that is technically acceptable and then the lowest price evaluation. The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale at no additional cost to the government. Any claim or dispute shall be resolved under the Contract Disputes Act and FAR **** States law shall apply to resolve any claim of breach of this contract. The contractor shall provide a unique item identifier for items with a government unit acquisition cost of $5,000 or more. The contractor shall comply with FAR clauses to implement provisions of law or executive orders applicable to acquisitions of commercial products and commercial services. The contractor shall comply with the provisions of this paragraph if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52. 2152. The Comptroller General of the United States, or an authorized representative, shall have access to and the right to examine any of the contractor's directly pertinent records involving transactions related to this contract. The contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract. The contractor is not required to flow down any FAR clause, other than those in this paragraph e1, in a subcontract for commercial products or commercial services. The offeror has completed the annual representations and certifications electronically in SAM. The offeror verifies by submission of the offer that the representations and certifications currently posted electronically that apply to this solicitation are current, accurate, complete, and applicable to this solicitation as of the date of this offer.
