Carrier Government Bids & RFPs

The contractor shall propose a delivery schedule that includes delivery of all equipment, installation start date, commissioning and testing timeline, and training schedule. The government will evaluate delivery time as a significant factor in award. Installation shall begin within 10 business days of equipment arrival.

Payment will be made by Unicor FPI Central Accounts Payable. Invoices shall be submitted to PO Box ****, Lexington, KY **** or via email to ***@***. *. * is subject to the Prompt Payment Act and regulations at 5 CFR part ****.

The contractor will provide all warranty information as applicable in reference to the items listed in Section B. The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

Award will be made to the offeror whose offer conforms to the terms of the solicitation and is determined to be in the best interest of the government, based upon evaluation of the factors included in this solicitation. Delivery time is a significant factor.

Offerors must be registered in the SAM database system prior to award. The contractor shall provide a company point of contact, vendor's point of contact, telephone number, email address, and business size. Background investigations will be conducted for all individuals requesting access.

Contractor caused delays shall be corrected at no additional cost to the government. Violations of prohibited items or dress code may result in removal from the facility and termination of access privileges.

A mandatory site visit will be conducted on Wednesday, June 10, 2026, at 9:00 am EST. Participants will meet in the front lobby of FCI Butner Medium II. Up to 2 people per company may attend. Mandatory site visit attendance is required for award.

Questions must be submitted no later than Tuesday, June 16, 2026, at 2:00 pm. All communication must be in writing.

Failure to comply with security procedures, prohibited items, or dress code requirements may result in denial of entry or termination of access privileges. Failure to inspect the site will not constitute grounds for claims after contract award.

Responses to the solicitation are due on Tuesday, July 7, 2026, at 10:00 AM Pacific Time.

Payment will be made upon delivery and acceptance. Invoices shall be submitted upon delivery and acceptance.

Offerors must be registered at www. ***. *. * Limitation of Subcontracting VAAR **** Certification must be completed and returned with the offer.

Failure to submit a completed and signed Limitations on Subcontracting Certificate of Compliance with the offer will render the offer ineligible for award and will result in the offer not being considered.

The proposal submission deadline is 05:00 PM local time on August 10, 2026.

Payment will be made by the government according to the clause entitled Allowable Cost and Payment (FAR ****), subject to withholding terms and conditions of the fixed fee or incentive fee clause, as applicable. Payments are processed through Wide Area Workflow (WAWF).

The contractor shall extend the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided it is available at no additional cost to the government. The warranty period begins upon final acceptance.

Evaluation factors for award are detailed in Section M of the solicitation.

The contractor agrees that a partial basis for award is the list of key personnel proposed. No substitution of key personnel shall be made without prior notification to and concurrence of the contracting officer.

The document does not explicitly detail penalties for non-compliance, but mentions that late submissions, modifications, and withdrawals are subject to specific provisions.

Any contractor employee exhibiting unsafe behavior may be removed from the government site, which shall not relieve the contractor from meeting its contractual obligations.
