The bid notice states that the contractor agrees to fully complete the project within 60 consecutive calendar days after commencing work, with an additional thirty 30 days to remedy any incomplete or defective work after the notification of final completion and a final inspection. The bid proposal also states the contractor agrees to commence work under this contract on or before a date to be specified in the notice to proceed and to fully complete the project within 60 consecutive calendar days thereafter.

The bid notice states that the owner agrees to pay the contractor only after funds have been provided and made available to the owner for payment of the work, as follows: per contractor's proposal dated in the total base bid, as attached and a part of this contract document. Monthly or partial payments are made based on work completed to date, with a 5% retainage until final payment. Final payment is due after final inspection and acceptance of all work, subject to the contractor furnishing releases or receipts from subcontractors and suppliers if deemed necessary by the locality.

The bid notice states that the contractor shall provide a warranty which shall guarantee work against defective materials and workmanship for a period of one 1 year from the date of issue of certificate of acceptance. Neither final acceptance nor final payment or any provision in the contract documents will relieve the contractor of the above guarantee. Failure to repair or replace a defect upon notice entitles the owner to repair or replace same and recover reasonable costs thereof from the contractor and/or his surety.

The bid notice states that the contract will be awarded to the responsive, responsible bidder submitting the lowest best bid.

The bid notice states that the city shall have the right to take such steps as it deems necessary to determine the ability of the bidder to perform his obligations under the contract, and the bidder shall furnish the city all such information and data for this purpose as it may request. The right is reserved to reject any bid where an investigation of the available data does not satisfy the city that the bidder is qualified to carry out properly the terms of the contract.

The bid notice states that the contractor further agrees to pay as liquidated damages, the sum of **** for each consecutive calendar day thereafter as provided in the general conditions. The special conditions also state that the contractor agrees that a delay in substantial completion of the project beyond the total number of days anticipated for substantial completion plus such extensions to the allotted time as may be provided for in the general conditions shall cause a damage to the owner and that the owner may withhold, permanently, from the contractor's total compensation a sum of one thousand dollars **** per calendar day as the stipulated damages for such delay.

The bid notice states that each bidder should visit the site of the proposed work and fully acquaint himself with the existing conditions there and should fully inform himself as to the facilities involved and the difficulties and restrictions attending the performance of the contract.

The bid notice states that the contractor shall submit all material or equipment samples, certificates, affidavits, etc. , as called for in the contract documents or required by the engineer, promptly after award of the contract and acceptance of the contractor's bond. No such material or equipment shall be manufactured or delivered to the site, except at the contractor's own risk, until the required samples or certificates have been approved in writing by the engineer.

The bid notice states that all disputes arising under this contract or its interpretation whether involving law or fact or both, or extra work, and all claims for alleged breach of contract shall, within ten 10 days of commencement of the dispute, be presented by the contractor to the locality for decision. Any claim not presented within the time limit specified in this paragraph shall be deemed to have been waived.

The bid notice states that the city reserves the right to consider as unqualified to do the work any bidder who does not habitually perform with his own forces the major portions of the work involved in construction of the improvements embraced in this contract. The city may also reject any bid where an investigation of the available data does not satisfy the city that the bidder is qualified to carry out properly the terms of the contract.

The bid notice specifies hotel accommodation dates for AY27, AY28, and AY29, with primary and alternate dates in December for each academic year. For AY27, the primary date is December ****, 2026, and the alternate date is December 8-11, 2026. For AY28, the primary date is December ****, 2027, and the alternate date is December 7-10, 2027. For AY29, the primary date is December ****, 2028, and the alternate date is December 5-8, 2028.

The hotel must be physically located within a 4-mile radius of the White House and within one quarter mile walking distance to a Metro station. The hotel must have a 3-star or better designation according to the Mobil Travel Guide of rating. Rooms shall be as contiguous as possible and shall be located within the same hotel. Rooms must be suitable for nationally distinguished civilian and military guests. The hotel property and rooms shall meet or exceed industry standards for cleanliness and décor. Furniture, fixtures, and linens shall not be at the end of its life cycle, showing worn or shabby appearance. Rooms must have refrigerated air conditioning/heating through a central system or individual air conditioning/heating units. Window or other type fans are not considered to be air conditioning units.

Prior to award, a site visit will be conducted by the organization as a part of the evaluation process.

The bid due date is June 25, 2026, at 2:00 PM. Late bids will not be accepted.

The successful bidder must have an active Unique Entity ID (UEI), as verified on www. ***. *. *, prior to award of contract.

Contractors may be required to conduct their own geotechnical inspection and provide proof of said inspection prior to the start of work. A non-mandatory pre-bid conference will be held on June 4, 2026, at 10:00 AM.
