The period of performance is from 07/01/2026 to 06/30/2027 for the base year, with options for two additional years. The delivery date for the base year is 06/30/2027.

Payment requests shall be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform (IPP). A proper invoice must include contractor name and address, invoice date and number, contract number, description, quantity, unit price, extended price, shipping number and date, discount terms, and payment recipient information.

The government will award a firm fixed-price purchase order to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. Evaluation factors include technical capability and price.

Contractors must be an Indian Small Business Economic Enterprise (ISBEE). Background investigations are required for contractor personnel who will be onsite or have access to personally identifiable information (PII).

False or misleading information submitted in response to the solicitation or during contract performance can lead to legal liability and penalties, including under 18 **** and 31 **** to ****.

An unfavorable background investigation determination for an employee may lead to the contract being terminated for default, the employee being ineligible for award, or the company being deemed non-responsible.

The project completion deadline is thirty 30 calendar days after the written notice to proceed is issued.

Invoices are net 30 days from receipt of supplies or completion of services. Payment is deemed made on the date the check is mailed. Proof of disposal from the city landfill is required for a one lump sum payment.

This contract will be awarded to the lowest responsive responsible bidder, in accordance to the provisions of chapters 252 and 271 of the state of Texas local government code.

Bidders must be responsive and responsible, meaning they have fully complied with all bid requirements and have acceptable past performance, reputation, and financial capability.

For each day work remains uncompleted after the specified contract days, **** per day will be deducted as liquidated damages.

A pre-bid meeting is scheduled for July 1, 2026, at 9:30 AM CT at **** Water St. , Laredo, TX. Bidders are strongly encouraged to submit proposals in person.

Protests must be submitted in writing to the City Purchasing Officer within ten 10 days prior to the City Council considering the recommendation of the City's Purchasing Officer.

Bids may be rejected if the bidder misstates or conceals material facts, does not conform to requirements, is in arrears on contracts or taxes, or if bids are conditional. Failure to acknowledge addenda will result in the submission being returned.
