The contractor shall be paid on a time and materials basis in accordance with the rates and deliverables established in the awarded contract. Payments shall be authorized upon satisfactory completion and acceptance of defined deliverables.
This solicitation will be awarded to the offeror whose proposal is determined to be the most advantageous to the government, considering price and the nonprice evaluation factors, with technical factors listed in descending order of importance.
To be eligible for award, the contractor must demonstrate at least three years of verifiable experience designing, developing, and implementing asynchronous eLearning modules specifically for public health, emergency preparedness, or clinical response environments, proficiency in LMS integration and SCORM-compliant module development, and established capability in CDC, HHS, or similar federal health program support.
Modules failing compliance may result in withheld payment.
There is no routine requirement for onsite work or in-person meetings. All work shall be performed at the contractor's place of business or remotely.
