Statewide cooperative purchase and delivery of fuels (gasoline, diesel, heating oil) for Rhode Island municipalities and public agencies. Two-year contract with two one-year renewal options. Bids are due June 29, 2026. Questions deadline is June 18, 2026. Pricing is based on OPIS rack average. Vendors must demonstrate terminal access, fleet capacity, and emergency response capability. Insurance requirements include general liability, auto liability, pollution liability, and cyber liability. Award will be made to the lowest responsive and responsible bidder.
Standard deliveries are to be completed within forty-eight (48) hours following order placement. Emergency deliveries are required within 12 hours for critical public safety facilities.
Invoices submitted to the city shall be payable sixty (60) days from the time of receipt by the city. Invoices shall include support documentation necessary to evidence completion of the work being invoiced.

The contract may include cure notices and liquidated damages. Failure to deliver within required response times may result in the participating agency procuring fuel elsewhere and charging the difference in cost to the contractor.
Bid protests shall be submitted in writing within five (5) business days following the notice of intended award.
Failure to provide any mandatory item may result in rejection of the bid as nonresponsive. Failure to follow submission instructions or enclose all required documents with applicable signatures will result in disqualification.
