Standard deliveries are to be completed within forty-eight (48) hours following order placement. Emergency deliveries are required within 12 hours for critical public safety facilities.

Invoices submitted to the city shall be payable sixty (60) days from the time of receipt by the city. Invoices shall include support documentation necessary to evidence completion of the work being invoiced.

Award shall be made to the lowest responsive and responsible bidder based upon the evaluated cost of the fixed differential pricing submitted for the locations and fuel types bid.

Vendors shall provide company background, Rhode Island licensing information, municipal references, terminal access information, fleet capacity information, and emergency response capability.

The contract may include cure notices and liquidated damages. Failure to deliver within required response times may result in the participating agency procuring fuel elsewhere and charging the difference in cost to the contractor.

Bid protests shall be submitted in writing within five (5) business days following the notice of intended award.

Failure to provide any mandatory item may result in rejection of the bid as nonresponsive. Failure to follow submission instructions or enclose all required documents with applicable signatures will result in disqualification.

The final quote submittal deadline is April 6, 2026, at 10:00 AM EDT. Technical questions are due by March 27, 2026, at 3:30 PM EDT.

The bid notice states that payment will be made monthly, in arrears, upon receipt of a properly prepared invoice by the designated point of contact. The invoice must be itemized to include the time period of service, contract line item number, description of services, dates each gas was delivered, unit cost billed, extended amount due, invoice number, and date of service.

The bid notice states that the government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, quotes the lowest price, whose quoted price does not exceed the amount of funding available for the procurement, and whose quoted price is found to be reasonable.

Offerors must demonstrate that they currently possess and employ the personnel, equipment, standards, work processes, and general resources to accomplish the requirements in the Statement of Work (SOW). They must also include copies of training certification documents for all employees expected to fulfill the contract requirements. If the quoter is not the manufacturer, they must provide manufacturer-approved language or a copy of a previously executed agreement authorizing them to resell the medical gases under a federal contract.
