This is a request for quotation (RFQ) for the repair of **** electrical and electronic assemblies, boards, cards, and associated hardware. The resultant award will be issued bilaterally, requiring the contractor's written acceptance prior to execution. Only firm fixed price quotes for the repair of the items will be accepted. Quotes limited to test and evaluation will not be accepted. The quoted price must be for the repair of the items. The government is requesting a repair turnaround time (RTAT) of 76 days after receipt of the asset. Any asset received after 365 days from contract award date is not authorized for repair without bilateral agreement. A price reduction will be applied per unit per month the contractor is late, up to a maximum of [amount not specified]. The quote must include repair unit price, total price, repair turnaround time, new unit price, and capacity constraints if not quoting the requested RTAT. Evaluation factors include price and past performance on related contracts. Quotes shall be received no later than the date specified in the solicitation. Additional documents are required, and ordering information is included as an attachment. The contractor must adhere to IUID requirements of DFARS 252. 211. 7003. The ultimate awardee must be an authorized repair source. Freight is handled by Navy CAV or proxy CAV. The contractor must provide a throughput constraint for each NSN. The total assets to be repaired monthly after initial delivery commences must be filled in. A throughput of 0 zero per month reflects no throughput constraint. The induction expiration date is 365 days after contract award date. Cost breakdown requested, including profit rate if feasible. Quote expiration date minimum of 90 days is requested. Delivery vehicle if delivery order requested. The government will issue an order to the responsible offeror whose quotation results in the best value to the government, considering both price and non-price factors. The offeror's past performance on related contracts will be evaluated. The offerors past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management, and customer satisfaction. Applicable documents, cage code reference numbers, marking requirements, changes in design, material servicing, or part number, quality assurance, responsibility for
inspection, responsibility for compliance, records,
inspection testing repaired items, packaging, preservation, packaging, packing and marking, ordering information for document references, availability of cancelled documents, commercial specifications, standards, and descriptions, ordnance standards, weapons specifications, and Navord OSTD 600 pages, on post award actions, requests for official use only and noforn not releasable to foreign nationals documents, noforn military specifications and standards, nuclear reactor publications, technical manuals, interim changes and classified specifications, and distribution statement codes for non-classified documents and drawings.
