The project must be fully completed no later than 5:00 PM EST on August 12, 2026.

Payment shall be made after satisfactory performance of the contract, upon receipt of a properly completed invoice. Lynchburg City Schools reserves the right to withhold payments for contractor's failure to perform.

All panels shall carry a 10-year defect warranty. A 1-year parts and labor warranty with an extended 4-year limited compressor warranty is required.

Award will be made to the lowest responsive and responsible bidder based on the total base bid.

The bidder must be a professional and licensed company. Before award, the lowest responsive bidder must satisfy Lynchburg City Schools that it has the requisite organization, capital, equipment, ability, resources, personnel, management, business integrity, and experience.

Late bids will not be accepted. Failure to acknowledge addenda may result in rejection of the bid. Unauthorized contact with other City/LCS representatives may result in disqualification.

An optional onsite pre-bid meeting will be held at 11:00 AM on June 17, 2026, at Heritage Elementary School. If the optional meeting cannot be attended, advanced arrangements for a site visit must be coordinated.

Protests to award a contract must be in writing and received by the School Superintendent no later than five (5) business days after announcement of the award or decision to award.

Contact initiated by a bidder concerning this solicitation with any other City/LCS representative not expressly authorized may result in disqualification. Making a materially false statement on the felony conviction certification is a Class 1 misdemeanor.

Services will begin upon award and will end on August 31, 2026.

Payment will be made in accordance with the pricing provided on exhibit C pricing sheet. The pricing is considered all-inclusive, and no other pricing may be provided on an invoice.

All responses will be evaluated according to the following criteria: bidder meeting or exceeding the requirements and specifications in accordance with this IFB, bidders ability to meet performance delivery requirements, and price.

The bidder shall have relevant experience required for the performance of the services as outlined in this IFB. The minimum experience required is three 3 years. The bidders personnel to be assigned to perform the services must be fully trained and, at minimum, have three 3 years relevant experience.

An optional onsite visit will be conducted on June 11, 2026. Attendance is strongly encouraged but not required.

Failure to comply with communication restrictions, submitting exceptions to the IFB, not submitting required information, or failing to properly and timely notify the sole point of contact of any ambiguity, conflict, discrepancy, exclusionary specification, omission, or other error in the IFB may result in disqualification.
