Proposals must be received by September 23, 2025, 1:00 PM EDT. Clarification questions must be submitted in writing by September 2, 2025, 12:00 PM EDT. All proposals must comply with the specifications and guidelines provided in the document. The proposal should be submitted in a binder permitting easy turning and removal of pages and should be limited to 8. 5 x 11 paper unless otherwise requested or necessary. The contents of the proposal reflect the offerors approach to the project. A sufficient amount of detail needs to be included to permit a full and fair evaluation of the proposal. The successful firm will demonstrate proven management skills and technical competence in the design of
HVAC and
roofing systems of similar design and function. The project includes the replacement of the
roofing above the facility and replacement of the
HVAC system throughout the building. It also may include evaluating the feasibility of solar equipment and functionality. After evaluation of the current system, this project will include the removal of equipment and infrastructure, which may include
roof top units, air units, pumps exhaust fans, controls and associated electrical components of the
HVAC system. The resultant contract will include the following phases of work: 1. program and schematic design phase, 2. design development phase, 3. construction document phase, 4. bid and awardconstruction administration, 5. project closeoutsystem startup. The design and plans of the project shall incorporate the requirements of the Virginia uniform statewide building code as well as the requirements of all other applicable codes and regulations pertaining to the design and construction of the project. The engineering services performed under this contract shall conform to that degree of care and skill ordinarily exercised by reputable members of its profession. All construction specifications and drawings shall be provided to the purchasing office in one unified PDF file for incorporation into the final bid document.
