The Howard Community College Board of Trustees is seeking bids for landscape management services. Bids must be submitted via Bid Locker by December 12th, 2025, at 11:00 AM local time. A pre-bid conference will be held on November 17th, 2025. The contract will be a firm fixed price for one year with a two-year renewal option. The college encourages a 29% MBE subcontracting goal. The contract duration is one base year plus two optional years. The sole point of contact is Courtney Kelly, Assistant Director of Procurement. Bidders must submit two separate password-protected PDF files. The contract will be awarded to the most favorable evaluated bid price that complies with all of the provisions and stated criteria of this ifb, subject to the availability of funding and provided that it is the best interest of howard community college to award the contract. The college reserves the right to reject any or all offers received. The price offered on the bid form must include all charges and costs including shipping incurred in the delivery of this procurement. All bidders must hold their bid prices for one hundred twenty 120 days after bid opening date, but prior to contract award date.
The successful bidder shall deliver all of the required submittals within ten 10 days of the notice to award within ten 10 days of the notice to award and commence work according to the approved project schedule unless otherwise ordered in writing by the college.
All invoices will be paid within 30 days unless otherwise specified in the ifb document or unless any item thereon is questioned, in which event payment will be withheld pending verification of the amount claimed and the validity of the claim.
The bidder further warrants all articles, material and work performed for a period of one year, unless otherwise stated, from the date of acceptance of the items delivered and installed, or work completed.

A qualified landscape management contractor shall possess the necessary state and local licenses, appropriate insurance coverage, and certifications such as pesticide applicator or irrigation specialist credentials.
Failure to complete postponed work within the rescheduled time frame may result in deductions from payment as outlined in the contracts performance standards.
The prebid conference will be held on campus on monday november 17th , at 2: 00 pm est located at **** little patuxent parkway, columbia, md ****.
