Landscape Care Government Bids & RFPs

The bid notice states that industry input for the RFI should be provided no later than Monday, November 17th, with sooner being preferred. The government is seeking industry feedback on the contracting approach onhow to best optimize a transition to mitigate impact to operations and cost: are there other major solution components the government should consider if so, explain how they meet the strategic alignment opportunity while maintaining performance, cost, and competition goals. given the governments constraints, how would you best manage the existing major solution components in order to create a more competitive environment, should there be a transition from the existing prime contractor structure into multiple contracts.

The anticipated start date for services is August 1, 2026, through July 31, 2027.

The bid notice states that invoices will be submitted monthly, and payments will be made based on facilities serviced during that invoice period. The district agrees to pay the contractor the monthly bid price as adjusted each year based on the Consumer Price Index (CPI).

To determine the award of this bid, Northwest ISD shall consider price/discount, consideration of location of vendors principal place of business, reputation of the vendor, qualities of the vendors goods and services, the extent to which the goods services meet the districts needs, the vendors past relationship with the district, the longterm cost to the district to acquire the vendors goods or services, the impact on the ability of the district to comply with laws and rules relating to historically underutilized businesses and any other relevant factor specifically listed in the request for bids or proposals.

Contractors must be licensed to do business in the state of Texas and must have successfully operated a commercial full-service, year-round landscaping program with a total landscaping budget of one hundred and fifty thousand dollars ($150,****) or more for a period of at least 3 three consecutive years and must be currently doing so. Contractors must have not less than 150 acres and must be currently doing so. Educational experience is preferred but not required.

If problem areas are not corrected within seven 7 days after inspection by the contractor and designated school officials, seven percent 7 of the monthly contract billed will be deducted. If the problem remains uncorrected after the seventh 7th day, two percent 2 of the monthly contract will be deducted each day. If the problem remains uncorrected after the fourteenth 14th day, cancellation procedures will be implemented.

Contractor must inspect sites through scheduled meetings with a representative from the support services department. All campus sites must be visited by proposers without any interruptions to anyone in the schools.
