Landscape Care Government Bids & RFPs

The bid proposals are due by April 15, 2026, at 2:00 PM. The services will be performed for the 2026 spring, summer and fall growing season with the option of two additional option years. The successful vendor will be responsible for 26 service calls per year.

The bid notice states that payment may be made only after inspection and acceptance by the using department. Invoices must be submitted once per month, and payment shall be made within thirty (30) calendar days from receipt of a proper invoice.

The awarded bidder expressly warrants that all goods supplied shall be merchantable and shall conform to specifications, drawings, and other descriptions and shall be free from defects in materials and workmanship.

The city intends to award to the lowest responsive, responsible bidder. Consideration may be given to pricing, responsiveness to the request for bid, references, customer service and experience, contractor qualifications, past experience of the city with the contractor, and the bidder's ability to provide timely project start and completion.

Bids will be considered only from companies that are regularly engaged in the business as described in this request for bid document with a record of performance, which have sufficient financial support, equipment, and organization to ensure that they can satisfactorily execute the service if awarded a contract.

The bid notice mentions that failure to deliver procured goods on time may result in cancellation of an order or termination of a contract at the option of the city. Also, any trees that are damaged while watering shall be reported to the city representative within 24 hours and documented in the watering log, and depending on damages, the contractor shall be held liable for tree replacement and any fees associated with damages per city ordinances.

The bid notice mentions a site meeting in either March or April of each new watering season, before the first week of watering each year, where the selected contractor shall have a meeting with a representative from the city to discuss logistics, provide a watering map, and answer any questions. This is not a mandatory inspection of the site prior to bidding.

The question deadline is March 29, 2026, at 03:00 PM CT. Any bidder aggrieved by the procurement administrator's determination may appeal by filing a written appeal no later than noon on the Friday before the following city council meeting.
