Responses to this IFB must be received July 22, 2026, 10:30 am Central Time. The anticipated contract start date is September 1, 2026.

HHS system agency will make contract payments in accordance with chapter **** of the Texas Government Code, commonly known as the Texas Prompt Payment Act. Invoices must be submitted monthly or as otherwise indicated on the purchase order.

Bidders must have at least three years of relevant experience. Personnel assigned to perform services must have at least one year of relevant experience and demonstrated expertise in leading trainings for uniform guidance 2 CFR Part 200.

Failure to comply with requirements may result in disqualification of the response. Noncompliance or failure to timely correct a deficiency may result in delayed payment or nonpayment.

The successful firm must demonstrate extensive experience in all facets of architectural and mep design for k-12 educational facilities, including conceptual design services. Successful experience with the State of Connecticut Office of Grants Administration process is required.

Proposals are due by 2:00 PM on July 16, 2026. The project must be completed within six months of contract award, which is expected to commence on or about August 31, 2026.

Proposals must meet minimum quality criteria, including providing all required items, identifying a plan of services with at least five years of experience, proof of insurance, and demonstrating the ability to complete the project on time. Proposals will be evaluated on a quarterly basis, with submission deadlines at 2:00 pm on dates specified in the bid activities tab. The final deadline for this supplemental proposal is June 1, 2027. Successful proposals submitted by 2:00 pm cst on June 1, 2027 will be recommended for award to the board of trustees at its June 24, 2027, meeting.
