Interested vendors during the prequalification phase should be prepared to show experience with event based traffic control operations, route specific planning, staffing, mutcd compliant equipment, and coordination with atldot, mose requirements, and law enforcement.

Payment will be based on the work order report signed by the contractor and the designated Travis County representative, with documentation of PO, TCT, and flagger names, hours worked, and any extra equipment or personnel ordered. Invoices must include contractor details, PO number, identification of services, date/time/location of service, type of lane closures, quantity, unit prices, and total amount. Payment shall be made by check or warrant upon satisfactory delivery and acceptance of products and services and submission of an invoice.

Contractor warrants that all items delivered and services rendered will conform to specifications, be of merchantable quality, good workmanship, and free from defects. Contractor agrees to provide copies of applicable warranties or guarantees. Return of merchandise under warranty is at contractor's expense. Contractor warrants that no person or selling agency has been employed or retained to solicit this contract upon an understanding for a commission, percentage, brokerage, or contingent fee, excepting bona fide employees and established commercial selling agencies.

The contractor must be a company engaged in providing traffic control services for a minimum of three years. Personnel must meet specific experience and certification requirements, including project managers, supervisors, certified instructors, lead crew members, flaggers, and traffic control technicians. Travis County shall be the sole judge of whether a company demonstrates acceptable experience.

Unsatisfactory performance may result in a negative contractor performance report, cancellation of the contract, or both. Failure to monitor employee driving records, exceeding response time limits, removal of employees at Travis County's request, failure to provide a toll-free number for complaints, consistent failure to set up traffic control as stated, failure to deliver any portion of the work, or failure to follow TCP standards can be considered unsatisfactory performance.

Prospective bidders are encouraged to visit and review all service locations. A site visit can be arranged by contacting the purchasing office point of contact and the contract administrator.

If the contractor does not agree with any document, notice, or correspondence issued by the purchasing agent, they must submit a written notice to the purchasing agent within ten 10 calendar days after receipt of the document, notice, or correspondence, outlining the exact point of disagreement in detail.

Contacting anyone at Travis County other than the listed point of contact, or contacting individual members of the Travis County Commissioners Court or their staff about this solicitation, may disqualify the response from consideration for award.
