The statement of work (SOW) defines requirements for shipboard and shore site alteration and installation services for aviation
support equipment (SE) and aircraft launch and recovery equipment (ALRE). The contractor must provide qualified personnel for various tasks, including structural, welding, electrical, and HVAC work. Quality assurance inspections, non-destructive testing, and fire alarm/suppression system work are also required. The contractor is responsible for personnel access, training, and certifications. Working hours are typically Monday through Saturday, 10 hours per day, with a one-hour lunch break. The contractor is responsible for providing all tools and equipment, and for daily cleanliness and returning areas to original condition. System checkout and operational verification tests are required. The contractor is responsible for uncrating and packaging of government-furnished material. Debris and hazardous material disposition is also a responsibility of the contractor. Specific technical specifications, standards, and documents are referenced. Numerous deliverables are required, including artisan lists, quality assurance workbooks, condition found reports, daily and weekly status reports, final expenditure reports, incurred cost and progress reports, plans of action and milestones, shipyard service requests, memorandums of agreement, work authorization forms, hot work and cold work permits, sampling, testing, and abatement reports, proofload testing reports, red line drawings, and bills of materials. The contractor must maintain a quality management system (QMS) approved by NAVSEA. The contractor must obtain required certifications and clearances. The contractor must comply with all applicable safety regulations and procedures. The contractor must provide fire watch personnel for hot work activities. The contractor must provide a marine chemist if required. The contractor must perform work in accordance with applicable drawings, documentation, and local facility maintenance authority instructions. The contractor must obtain hot work permits from the local authority. The contractor will be subject to periodic audits. The places of performance are aboard US Navy ships and at contractor facilities. Travel is authorized in accordance with the Joint Travel Regulations (JTR). Security clearances are required for contractor personnel entering classified spaces. Only US citizens may perform under this contract. The work performed is unclassified, except for contractor personnel entering classified spaces. The contractor must comply with all government emergency management, antiterrorism, and continuity of operations plans and directives. The contractor must develop, implement, and maintain an operations security (OPSEC) program. Information security procedures and controls must be implemented. Public release of controlled unclassified information requires prior approval from the appropriate US government authority.
