The Fontana Police Department is seeking a consultant to evaluate, select, and potentially implement a CAD/RMS system. The consultant must also assist with phase two and three project components, including integration of body-worn cameras, license plate readers, drones, and a real-time data sharing center. All questions and answers must be conducted within the Planet Bids system. Only electronic bids submitted within the Planet Bids system will be accepted. Withdrawal of bids must be made within Planet Bids, and a letter stating the request to withdraw and the reason must be sent within 5 calendar days to the contact within the RFP document. This is a Request for Information (RFI) for market research on potential technical solutions to maintain GeoNetCast America (GNCA) services if C-band frequencies are lost. Responses are due October 10, 2025, 3:00 PM Eastern Time. The RFI seeks information on technical architectures, proposed frequency bands, broadcast footprints, cost implications, and compatibility with existing GNCA receive technology. Respondents must identify their business's CAGE code and unique entity ID, small business type and size classification, and presence on government-wide contract vehicles. Responses should be no more than 10 single-spaced pages, using a minimum 12-point Times New Roman font on 8x11 inch paper.

The solicitation closes on September 25, 2025. The government requires a repair turnaround time (RTAT) of 60 days. Any delay beyond this will result in a price reduction per unit per month. The resultant award will be issued bilaterally, requiring the contractor's written acceptance prior to execution. Government source inspection (GSI) is required. Return is defined as physical receipt of the F-condition asset at the contractor's facility. The contractor must obtain final inspection and acceptance by the government for all assets within the RTATs established in this contract. The contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the action date entered in CAV must be dated to reflect the actual date of physical receipt. The government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. All items must meet all requirements of this contract purchase order. Records of all inspection work by the contractor shall be kept complete and available to the government during the performance of the contract purchase order and for a period of 365 calendar days after final delivery of supplies. The contractor shall perform all inspection and testing requirements as specified in the original manufacturer's specifications and drawings. Preservation, packaging, packing, and marking shall be in accordance with the contract purchase order schedule and as specified below. Mil Std **** packaging applies as found elsewhere in the schedule. Offerors consideration for award of contract shall be given only to authorized distributors of the original manufacturer's item represented in this solicitation.
