The proposal deadline is April 6, 2026, at 12:00 noon.

The contract will be awarded to the responsive and responsible proposer whose proposal is determined to be most advantageous to the county, with proposals evaluated based on cost, qualifications and experience, availability and capacity, and proximity and responsiveness.

The proposal must include the proposed fixed sum fee, a brief history of the firm and qualifications of assigned personnel, previous experience administering CDBG and MSHDA housing grants, three references, and knowledge of 2 CFR part 200 financial management standards.

The last day for questions is April 4, 2026.

The total grant amount is $354,000, with $54,000 allocated to grant administration costs.

The solicitation will be posted on SAM. gov on or after April 07, 2026, with an anticipated proposal due date of June 05, 2026.

The contractor shall submit monthly, in arrears, itemized invoices in accordance with DFARS ****, for services rendered under this contract.

The government intends to award a firm fixed price contract resulting from this solicitation.

Preliminary government minimum requirements consist of a high school diploma, six months of driving experience, and a current Missouri Class E for-hire driver's license. Additionally, drivers shall not have had their driving privileges limited, suspended, or revoked, nor had a DUI conviction within 5 years prior to employment.

If damage or loss occurs to incidental property during performance which is a direct result of contractor negligence, the contractor's invoice shall be reduced by the amount of damage/loss resulting from their negligent action/inaction as directed by the contracting officer. In addition, a negative performance assessment will be considered.

There is no potential for a site visit on this requirement.

The estimated value of this effort is $710,****.

The project completion target is May-June 2026, dependent on vendor and equipment availability.

Bids will be evaluated based on the following criteria: quality and approach to the scope of work (40%), cost (40%), and staff qualifications, experience, and references (20%).

Bidders must submit a one-page cover letter about their company, relevant staff qualifications and similar project experience, a list of 3 references, and a detailed approach to the scope of services.

All prospective vendors are required to participate in the onsite meeting at Ladera Linda. The address is **** Forrestal Dr, Rancho Palos Verdes, CA, on Thursday, April 2, 2026, at 8 am. This is an onsite and in-person meeting and there will be no hybrid option available.

The request for clarification deadline is Friday, April 3, 2026, at 4:40 PM.

The bid notice does not specify a delivery deadline for proposals as this is a sources sought notice for market research. Responses must be received by no later than 17:00 p. m. Central Time, Thursday, March 19, 2026.

Contractor personnel performing services must be 25 years of age or older, hold a valid Texas driver's license, have a clean driving record, pass a criminal background check, and possess certificates for defensive driving, first aid, and CPR. Vehicles must be certified by the Texas Department of Public Safety, have a valid inspection sticker, and meet specific signage, safety, and equipment requirements.
