Services include hotel and motel accommodations, meeting space, food and beverage, and sleeping rooms. The conference will be one and a half days and one full day, with setup on Sunday and Monday, and the conference running from Monday afternoon through Tuesday. Proposals are due by April 7, 2026. The contract award will be based on best value. Respondents must submit proposals electronically through the TWC Procurement Portal. The bid notice states that the final selection for award will be based on best value, as determined by the specified section. This includes, but is not limited to, any scoring adjustments for outliers, best and final offers, oral presentations, site visits, or other additional considerations as specified by this solicitation. The award will then be granted to the highest ranked respondent.
The bid notice states that a respondent must meet the minimum qualifications, including having recently been in business for a minimum of three years, or the principals/owners must have had ownership/executive management experience within the last three years in a previous company that provided similar conference event services. The respondent must also be financially solvent and adequately capitalized, and have submitted the proposal in accordance with the submission requirements.
The bid notice states that in the event the successful respondent fails to perform services or complete the obligations under the contract in a timely manner, TWC may require the successful respondent to pay, as liquidated damages and not as a penalty, an amount equivalent to two percent (2%) of the total cost for services. TWC may impose, but is not obligated to impose, these liquidated damages.
