The US Embassy in Paris is seeking a contractor to prevent backflow deficiencies in nine buildings. The contractor must have French Qualibat qualifications or justify experience, and a minimum of 5 years experience in plumbing and backflow preventers. The contractor must submit a comprehensive safety and health protection plan (PPS), and comply with OSHA standards, French and European occupational safety and health requirements, and local building regulations. The contractor must provide detailed information about each proposed backflow preventer per location, and written proof of liability insurance. The work must be completed within 90 calendar days of contract award. The contractor is responsible for all necessary tools, materials, and personnel. The contractor must ensure the work area is kept clean and free of debris, and all waste material must be properly disposed of. The contractor must provide a written warranty for 2 years after final acceptance. The contractor must include in their bid the disruptive work to be executed exclusively on weekends and on French and American holidays. Normal working hours at the site are 9h00-12h00 and 13h00-17h00. The contractor must submit identification information to the contracting officer in order to be placed on the approved visitors roster. All work must comply with the local building regulations and in accordance with the jurisdictions listed in the document. Sealed bids for the Woodbury Library Roofing Project are due September 5, 2025, at 11:00 AM. The project involves replacing the asphalt roofing on the library. Bidders must submit a proposal with total costs for the scope of services. A site walkthrough is required. The contractor must report at least annually, as required by the secretary of labor, on the total number of employees in the contractor's workforce, by job category and hiring location, who are protected veterans. The contractor must submit **** reports no later than September 30 of each year. The contractor must submit a performance bond in a penal amount equal to 100 percent of the contract price. The contractor must submit a payment bond in the penal amount of 100 percent of the contract price within the time required by the contracting officer. The contractor must provide a signed statement by within 5 calendar days of completion of work indicating that no asbestos or asbestos-containing building materials were used during construction, renovation, and/or modernization of this facility. The FAA may conduct sampling of contractor building materials used during construction, renovation, and/or modernization of this facility to verify that they are asbestos-free. The contractor must insert this clause in all subcontracts under the contract. The contractor must submit a subcontracting plan within 10 days of the contracting officer's request. The offer that provides the lowest price technically acceptable offer to the FAA will be selected. The technical proposals will be evaluated and rated in accordance with preestablished evaluation factors. The technical evaluation team will not have access to cost-price proposals during the initial detailed evaluation. Additional information may be requested from any and all offerors. The FAA reserves the right to award a contract based on initial offers received, without discussions or negotiations. The FAA will utilize the information submitted by the offeror, as well as available past performance information, as the basis for a determination of responsibility. Past performance information includes, but is not limited to, interviews with points of contact identified in experience information forms submitted by the offeror and records available in sam. gov.
