The proposer selected shall be a contractor experienced in the design, fabrication, and installation of trash capture systems, and in obtaining all necessary permits. Firms must have been in business for at least one year prior to the proposal opening date.

The proposer shall visit the site and shall collect and analyze all background information necessary for the project.

Invoices will be paid as soon as the commission can reasonably process them in the normal course of business, barring any system failures or staffing shortages. Invoices are submitted monthly after completion of services, with accompanying reports and progress information.

Proposals will be evaluated based on the overall background, qualifications, skills, and experience of the firm and its staff (30%), specialized relevant experiences (40%), prior experience with the firm and familiarity with PVWC (5%), quality of the proposal and proper completion of forms (15%), and other factors in the best interest of PVWC (10%).

Responders must demonstrate experience and qualifications relevant to the project, including knowledge of the subject matter, availability of personnel and resources, and the qualifications and experience of their staff. They must also comply with New Jersey business registration requirements and submit specific certifications.

Failure to comply with requirements, such as the affirmative action compliance notice, may result in the proposal being rejected as nonresponsive. The commission also reserves the right to reject any or all submissions for any reason.
