The Department of Veterans Affairs (VA) is seeking a firm-fixed-price contract for temporary 2-megawatt portable generator rental services for the Carl Vinson VA Medical Center in Dublin, Georgia. This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The contractor must provide labor, equipment, transportation, delivery, installation, operation support, maintenance, emergency response, and removal. The generator system must support facility operations and comply with all applicable regulations. Offers are due by June 24, 2026, at 12:00 PM EST. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Questions are due by June 20, 2026.
The generator system will be required for up to six months. If the portable generator has issues, the vendor must have personnel onsite within 24 hours to assess and resolve the situation. If issues cannot be resolved within 48 hours, a replacement generator must be on-site within 120 hours of the initial call. The period of performance is 183 calendar days.
Invoices shall be submitted monthly. Payment will be made in accordance with the prompt payment act.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Award will be made on a lowest price technically acceptable (LPTA) basis to the responsible offeror whose quotation conforms to solicitation requirements and is determined technically acceptable.
Offerors shall submit a technical capability narrative and past performance references for similar services. The acquisition is a total SDVOSB set-aside, requiring businesses to be certified as such.
If any damage is made to the property, building, or chiller by the vendor, the vendor is fully responsible for bearing the costs of repair and interim costs for maintaining medical center operations.
Submission of partial quotes, pricing only responses, or incomplete quotations may render the offer technically unacceptable. Failure to provide pricing for all CLINs or complete required provisions may result in the quote being deemed technically unacceptable.
