This is an indefinite delivery indefinite quantity (IDIQ) contract for Extracorporeal Shock Wave Lithotripsy (ESWL) services. The Department of Veterans Affairs (VA) in Erie, Pennsylvania requires a contractor to provide equipment and technical support personnel, specifically a lithotripsy-trained radiologic technician, for ESWL procedures at the Erie VA Medical Center. Services will be scheduled for one day every other month, totaling six scheduled visits over a 12-month period of performance. The contractor is responsible for delivering the equipment to the Erie VA Medical Center, setting it up, and providing assistance during procedures. The contractor warrants the equipment's fitness for use and is responsible for its maintenance and current inspection. Preventative maintenance records will accompany the equipment. Approximately 23 procedures are anticipated per bimonthly visit. An orientation session may be scheduled prior to the first procedure. The contractor's radiologic technician must be technically proficient, licensed, and able to speak, understand, read, and write English fluently. Personnel must meet physical standards and have fine motor skills, good vision, and hearing. Contractor employees must comply with the facility's immunization policy, including the flu vaccine. The contractor is responsible for general liability and malpractice insurance, workers' compensation, and vehicle insurance. Technicians must be trained on equipment operations, HIPAA, surgical procedures, and other relevant topics. The contractor is liable for damages resulting from equipment malfunction. All contractor employees must wear visible identification and comply with VA regulations. Background investigations are required for contractor personnel. The contract period is five years from the effective date of award, with options to extend. Invoices are to be submitted monthly in arrears.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value and will be most advantageous to the government, price and other factors considered. The evaluation factors include technical capability, qualifications, professional experience, past performance, and price.
The contractor's lithotripsy-trained radiologic technician shall be technically proficient, speak, understand, read, and write English fluently, and be licensed as a radiologic technologist with CRT certification or equivalent. Personnel assigned must be licensed in a U. S. state, territory, or commonwealth, and meet physical standards including the ability to lift and move patients, handle heavy equipment, and maintain stamina. They must also have fine motor skills, good vision, and good hearing. Contractor employees must comply with the facility's immunization policy, including the flu vaccine.
The contractor will be liable for damages should patient injury result due to equipment malfunction. Failure to complete mandatory annual training and sign the rules of behavior annually is grounds for suspension or termination of access privileges and removal from work. The contractor is liable to the VA for liquidated damages in the event of a data breach or privacy incident involving sensitive personal information.
Protests must be served on the contracting officer within one day of filing a protest with the GAO. An interested party may also file a protest with the Executive Director, Office of Acquisition and Logistics, Risk Management and Compliance Service.
The estimated total value of the contract is $20. 5 million.
