Proposals must be submitted no later than 2:00 PM on April 24, 2026. Submittals will not be accepted after the date and time referenced above.

The bid notice states that invoices shall be paid by city warrant within thirty (30) days of receipt of a proper invoice. If the city objects to any portion of an invoice, they shall notify the consultant and pay the undisputed portion, with efforts to settle the disputed portion immediately.

The city of port orchard will select the firm based on its professed ability to meet the overall expectations. The following criteria will be used in the selection process: experience and qualifications of firm and key personnel proposed to complete the work, technical quality and methodology of consultants approach to the work, ability to document information and recommendations clearly in written format, understanding of the objectives and scope of work, references and examples of completed projects, satisfaction of former clients with competency of completed work, ability to complete the work within the proposed time schedule, and fee proposal.

The consultant should have demonstrated expertise and at least three years of successful capital campaign experience of comparable size to the City of Port Orchard.

The bid notice mentions a $25. 4 million capital campaign to support the development of the community events center.

The period of performance for this task order shall be twelve 12 months.

The bid submission deadline is April 21, 2026. Initial production of back panel material shall be completed within 5-6 working days, installation activities shall commence within 7-8 working days after initial production, and full deployment across all autos shall be completed within **** days from the date of PO issuance.

No advance payment is permitted. Partial payment is authorized after completion of each lot of **** autos after submitting proof of installation. Payment will be transferred directly to the vendor's bank account via EFT within 30 days upon receipt of the invoice. The final payment will be processed within 30 days after submission of the invoice, subject to receipt of verified installation reports, acceptance by the contracting officer's representative, and compliance with all contract terms.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The U. S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. The award will be made to the lowest priced, technically acceptable, responsible quoter.

Offerors must be technically qualified and financially responsible. Minimum requirements include: ability to understand English, established business with a permanent address and telephone listing in India (or plans to establish one within 30 days of award), proof of SAM registration, demonstrated prior construction experience with suitable references, successful completion of relevant projects in the last 5 years, necessary personnel, equipment, and financial resources, all required licenses and permits, ability to obtain adequate performance security, and no adverse criminal record or political/business affiliations contrary to U. S. interests.

If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of 1 for each calendar day of subject to a maximum of 10% of the total contract value, until the work is completed or accepted.

Offerors or quoters are urged and expected to inspect the site where the work will be performed.

The contractor shall produce a sample print and installation on an auto for approval prior to bulk production.
