Applicants must reasonably demonstrate the following qualifications: ability to provide mooring services within the state of Arkansas and the city of Little Rock, no conflicts of interest with LRPA or interest in potentially competing mooring services in central Arkansas, knowledge and understanding of port authorities and industrial parks, operational capabilities including financial resources, employment staffing, operational stability and competence to handle anticipated volumes of river traffic, experience and past performance for public port authority facilities of similar complexity and size, references recommended for quality of work, cooperation and responsiveness, resources available to perform the required services, including key personnel, capital investment, insurance policies, project management, abilities to accomplish work in a timely, safe and competent manner without service disruptions, a local person serving as an employee of the applicant and who is located other than a post office box within the central arkansas area.

The final submission deadline is October 14th, 2025, 2:30 PM EDT.

Bidders must demonstrate a minimum of five years of continuous experience as a general contractor performing similar type of work, and three years of experience in performing work as the prime contractor for the repair of waterfront structures. They must also have completed or substantially completed at least one contract in the last five years comparable in type and complexity to the work of this contract, and have experience in performing work on a call-in basis or repair response on a 24/7 basis.

Assistance for scheduled inspection by the engineer is required.
