The city desires to contract with a qualified contractor to provide layout, design and copy creation services of a welcome to punta gorda brochure.

Any person or bidder who is adversely affected by the citys solicitation packages contents shall file a written notice of protest with the procurement manager within 72 hours after the posting and release of the solicitation package by the city. The formal written protest shall be filed within 5 business days after the date the notice of protest is filed.

Failure to file a notice of protest or failure to file a formal written protest shall constitute a waiver of the vendors rights to protest the solicitation package. Failure to post a question or request for clarification by the established date and time shall constitute a waiver of the bidderrsquos rights to protest the solicitation package, inclusive of addenda.

The turnaround time is dependent on the size and scope of each request and shall be mutually agreed upon between vre and the contractor for each request.

Payment will be made upon receipt and acceptance of goods and services by vre.

A blanket purchase order will be awarded by vre based on the lowest firmfixed hourly rate quoted.

The individuals contractors employees performing graphic design and supporting copywriting services for this blanket purchase order shall have earned, at a minimum, a bachelors degree in graphic design, communication arts, visual communication, or a related field from an accredited institution of higher learning, or possess an equivalent combination of education, training, and professional experience, and shall have a minimum of ten 10 years of demonstrated experience delivering integrated design and copywriting services for both print and digital platforms, supported by a professional portfolio that reflects creativity, brand compliance, and the ability to produce highquality results under tight deadlines.

All questions and requests for clarification regarding the meaning or interpretation of this rfq and other solicitation documents, or any ambiguities, discrepancies, inconsistencies, or conflicts in or between any of the technical, pricing, or contractual provisions, must be submitted no later than the date and time specified on page 1 of this rfq.
