Missoula County is seeking proposals for the design and construction of an intermediate downhill mountain bike trail and the completion of a base area loop trail at Marshall Mountain Park. The project is contingent on receiving a Land and Water Conservation Fund (LWCF) grant. Key requirements include adherence to adaptive mountain bike standards, prevailing wage rates, and potential preferences for local businesses and Montana registered apprentices. Proposals must follow the RFP format, and late submissions will not be accepted. A pre-proposal site visit is encouraged. Questions must be submitted in writing by April 17, 2026.
The RFP response due date is April 30th, 2026, at 5:00 p. m. The contract period will end no later than July 31st, 2027, excluding the warranty period.
The bid notice states that the RFP process allows for the award to be based on evaluation criteria other than cost, and section 6 outlines the relative importance of all evaluation criteria.
The bid notice states that the procurement officer and/or the selection committee will make a determination whether an offeror has met the standards of responsibility based on the requirements of the RFP, which may include factors such as financial, material, equipment, or human resources, trail planning and construction experience, and a satisfactory record of integrity.
There will be a pre-proposal site visit available April 14th, 2026, starting at 10 am. This site visit is not a requirement for acceptance of a proposal but is highly encouraged.
The deadline for submitting written questions is April 17th, 2026, at 5:00 p. m.
