The contractor shall complete the entire work ready for use not later than 195 calendar days after receiving award, notice to proceed. The time stated for completion shall include final cleanup of the premises.

Payment will be made by DOI, NPS, DSC Contracting Services. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) system.

The government will conduct a source selection using the best value continuum tradeoff process. The contracting officer will award a contract to the offeror who submits a proposal that conforms to solicitation requirements, is fair and reasonable, and provides the best value to the government considering all evaluation factors combined.

The offeror must be registered in www. ***. *. * at the time an offer is submitted. The technical evaluation will consider project experience and key personnel, past performance, and project schedule. The business and price proposal will be reviewed for completeness and eligibility.

If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of $1,**** for each calendar day of delay until the work is completed or accepted.

A site visit will be announced via amendment. Participants will meet at Voyageurs National Park Headquarters.

Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt from ***@***. *. * within one day of filing a protest with the GAO.

The contractor shall commence work within 21 calendar days after the date the contractor receives the notice to proceed and complete all work within 120 calendar days from notice to proceed.

The government shall make progress payments monthly as the work proceeds, or at more frequent intervals as determined by the contracting officer, on estimates of work accomplished which meets the standards of quality established under the contract, as approved by the contracting officer.

The government will award a purchase order resulting from this solicitation to the responsible vendor whose quotation conforms to the solicitation and is most advantageous to the government, price and other factors considered.

Vendors must have an active registration in SAM. gov at the time of submission. The contractor shall provide an adequate number of fully qualified personnel to complete the work properly and efficiently within the time limits specified.

The prime contractor is responsible for informing the subcontractors of the safety provisions under the terms of the contract, the penalties for noncompliance, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out.

Site visits are highly recommended prior to providing a quote. Interested vendors should conduct a site visit to confirm understanding of the scope, inspect existing conditions, and familiarize themselves with the sites prior to submitting a quote.

The magnitude of construction is between $25,000 and $100,000.
