The work will be substantially complete within 60 calendar days from issuance of notice to proceed, and completed and ready for final payment within 21 calendar days after substantial completion.

Owner shall make progress payments monthly, retaining 10 percent of the value of the work completed until substantial completion. After substantial completion, payments will increase to 100 percent of work completed, less amounts withheld. Final payment is made upon final completion and acceptance.

The owner reserves the right to accept any or all bids and award the contract to other than the lowest bidder, to waive any irregularities or informalities or both to reject any or all bids and in general, to make the award of the contract in any manner deemed by the owner, in its sole discretion, to be in the best interest of the owner.

Bidder must submit written evidence of qualifications, including financial data and previous experience. Bidder must also be authorized to do business in Michigan and provide their contractor license number if applicable.

Contractor shall pay owner **** for each day that expires after the time specified for substantial completion, until the work is substantially complete. A similar daily penalty applies for failure to complete remaining work.

A prebid conference will not be held for this project. Bidders are required to visit the site and conduct a thorough visual examination.

Failure to submit required qualification information within the indicated times may disqualify the bidder. Bids received after the deadline or not submitted at the correct location will not be accepted.

The anticipated completion of this project is 12 months or 360 calendar days after receipt of notice to proceed.

Contractor shall provide a certificate of warranty for material supplied and workmanship for a minimum of one year from the date of acceptance.

Prior to submitting any bid, a site meeting will be held and participants would include but not limited to the contractor, contracting officer and/or COR, district engineer, and the cemetery director. The purpose of the meeting would be to visit site locations, clarification of scope, and to thoroughly investigate the site to ensure a clear understanding of the project.

The contractor shall be responsible to ensure that the VA COR reviews shop drawings, detail drawings, schedules, descriptive literature and samples, and review the color, texture and suitability of materials for conformity with the contract documents.

The magnitude of construction for this project is more than 10,000,****.
