The County of Ottawa is seeking proposals from qualified contractors for construction and planning services to upgrade Building C at the James Street campus. The project involves interior upgrades to restrooms, exam areas, corridors, and clinical support spaces, focusing on accessibility, modernization, and system updates. The contractor must coordinate with ongoing county operations, adhere to project phasing, and comply with all applicable codes. Key dates include the RFP issue date of May 15, 2026, a mandatory pre-proposal conference on May 22, 2026, a questions deadline of May 27, 2026, and the RFP deadline of June 8, 2026. Payment terms will be net 30 unless otherwise mutually agreed upon in writing by all parties.
The vendor warrants that the goods and/or services supplied will be good workmanship and material, free from defects, and if the intended use thereof is known to the seller, that they are suitable for the intended use. The awarded vendor will transfer all applicable manufacturer warranties to the county and agrees to coordinate all claims on the county's behalf.
Proposals will be evaluated based on completed cover sheet, vendor references, experience and qualifications, past projects and relevance, schedule and phase approach, methodology (planning and management of project, phased construction approach, communication and coordination plan), response to required alternate, and costs and fees proposed.
The contractor must demonstrate experience completing projects of similar size and complexity, particularly interior renovations in occupied facilities. They must provide trained and qualified personnel capable of coordinating multiple trades and complying with all applicable codes, safety standards, and regulatory requirements.
If vendor breaches the resulting contract, after the designated cure period, if any, the county may exercise any remedy provided by law and/or equity and/or by the applicable contract, terminate the resulting contract and any related contracts or portions thereof, impose liquidated and other damages, or suspend vendor from receiving future solicitations.
A mandatory pre-proposal conference and site visit is scheduled for Friday, May 22, 2026, at 9:00 AM ET at the Ottawa County Department of Public Health, **** James St, Holland, MI ****, Main Conference Room.
Samples are required as part of the submittal process for various materials and products, as detailed in the individual specification sections.
The questions deadline for this RFP is Wednesday, May 27, 2026.
