Notice of intent for the construction of miscellaneous buildings. The solicitation uses brand name or equal descriptions for approximately 34 items across all design disciplines. Justification for other than full and open competition solicitation for the acquisition of supplies. The acquisition is based on the availability of supplies from only one or a limited number of sources (Iveco). Market research was conducted, and the anticipated cost to the government is considered fair and reasonable. The acquisition was initially solicited under simplified acquisition procedures, but due to quotes exceeding $250,000, it is being re-solicited under FAR part 15. The acquisition will be synopsized for 15 days prior to solicitations opening on DIBBS for 30 days. Dealers of the manufacturers will be solicited. A price analysis will be conducted using historical pricing, the producer price index (PPI), and learning curve analysis. Cost or pricing data will be requested if the offeror's proposal exceeds the $2M threshold. The estimated value is based on quotes received from the original solicitation.
