This Invitation to Bid (ITB) from the State of Tennessee, Department of General Services, seeks vehicle wrap installation services. A pre-response conference will be held via Microsoft Teams on April 27, 2026. Questions and comments must be submitted in writing by April 29, 2026, at 2 p. m. Central Time. Responses are due on or before the response opening date. The contract will be awarded to a single respondent based on the lowest cost that meets all requirements. Respondents must be registered on the State of Tennessee Supplier Portal. An onsite inspection of the premises is mandatory for all respondents to take measurements and examine the site. The contract term is 36 months, with two optional 12-month renewals, not to exceed a total of 60 months. Payment terms are detailed, with invoices due within 30 days of goods delivery or service provision. The contractor must provide various insurance coverages, including workers' compensation, commercial general liability, and automobile liability. The contract is subject to fund availability and can be terminated for convenience or cause. The contractor must comply with all state and federal laws, including those related to illegal immigrants and debarment.
The response must be received by the state on or before the date and hour designated for the response opening. Responses that are submitted untimely shall be rejected.
The contractor shall invoice the state only for goods delivered and accepted by the state or services satisfactorily provided at the amounts stipulated in this contract. Contractor shall submit invoices and necessary supporting documentation to the state agency that requested goods or services no later than thirty 30 days after goods or services have been provided.
Contractor represents and warrants that the term of the warranty warranty period shall be the greater of the term of this contract or any other warranty generally offered by contractor, its suppliers, or manufacturers to customers of its goods or services. The goods or services provided under this contract shall conform to the terms and conditions of this contract throughout the warranty period.
A single contract will be awarded for all line items to the respondent whose response meets the requirements and criteria set forth in this ITB at the lowest cost.

All respondents should visit the site to take exact measurements and examine the premises to become familiar with any problems or unusual circumstances. No allowances will be made by the state for errors in quotations due to any respondent not visiting the site prior to submitting their response.
