The contract will be awarded to the respondent deemed responsive and responsible who offers the best combination of attributes based upon the evaluation criteria, which includes general qualifications, technical qualifications, oral presentation, and cost proposal.
Respondents must meet mandatory requirements, including attending the pre-response conference and site visits, providing a Statement of Certifications and Assurances, a current credit rating, and demonstrating specific experience in managing multi-site portfolios.
