Proposals are due August 13, 2026, by 2:00 PM local time via electronic submission. A mandatory site visit is scheduled for July 30, 2026. The pre-bid conference is optional and will be held on July 28, 2026. Questions are due by August 6, 2026. Wayne State University reserves the right to reject any or all proposals. Bidders must be prequalified. A bid bond of 5% is required for proposals over $50,000. Performance and payment bonds are required for the successful bidder.

Payment applications require a sworn statement, certified payroll, and additional supporting documentation. The contractor shall provide partial conditional waivers and partial unconditional waivers.
Warranty support is evaluated as part of the contractor performance evaluation, with a scoring range from 1 (unacceptable) to 5 (excellent).
The competency and responsibility of bidders will be considered. The university is not obligated to accept the lowest or any other bids and reserves the right to reject any and all bids.
Bidders must be available for a bid prequalification meeting. The owner may request information from the low bidders to satisfy the owner that the bidder is adequately prepared to fulfill the contract.
Liquidated damages are set at **** per day for each day's delay in substantially completing the project beyond the specified time.

Failure to provide required documents within the specified timeframe, such as the schedule of values, can lead to disqualification.
