Dining Car Government Bids & RFPs

Bids are due by Wednesday, August 26, 2026, at 3:00 p. m. prevailing time. Home-delivered meals will be provided to participants as determined by OCFA, with deliveries occurring not less frequently than every other week.

Payment shall be made in accordance with the payment compensation provisions of the contract template. The county offers Electronic Funds Transfer (EFT) via Automated Clearing House (ACH) or check. Standard county contracts typically have 30 days for public improvement projects and 60 days for other contracts.

Awards may be made to the highest scoring bidders based on qualifications, experience, references, menu selection, delivery schedule, and cost proposal. The award will be made to the responsible vendor whose bid is determined to be in the best interest of the county.

Vendors must be qualified to provide nutritious meals, produce, and grocery items. They must adhere to U. S. FDA regulations, provide a food safety plan if applicable, and meet dietary guidelines. Bidders must also be properly registered to do business in New York State.

If a vendor fails to perform or breaches the contract, they may be listed as non-responsible and ineligible for future contract awards. The county also reserves the right to take appropriate action if a contractor is found to be in violation of the Iran Divestment Act.

All work shall be completed no later than 90 days after award.

Contractor shall have demonstrated experience in residential interior painting, including surface preparation, priming, and finishing. Contractor must comply with applicable federal, state, and local codes. Contractor must be registered with the Washington State Department of Labor & Industries as a specialty contractor and possess a $12,000 surety bond, $50,000 public liability, and $100,000 property damage insurance. If any lead-based paint is suspected, contractor must be certified in EPA Renovation, Repair and Painting (RRP) standards.

Contractor shall submit for approval: paint product data sheets, safety data sheets (SDS), color samples if using approved equal, primer product data sheet.

Work failing inspection shall be corrected at no additional cost to the government.

The contractor shall, at its own expense, conduct comprehensive background checks on all personnel assigned to perform work under this contract prior to their employment onsite. hese checks are a condition of employment under this contract and must, at a minimum, verify that the employee or prospective employee: 1. is a citizen of the united states or possesses the required work authorizations as specified elsewhere in this contract. 2. has no convictions for felonies or other serious crimes that would call into question their honesty, integrity, or ability to work in a secure federal environment. 3. is not listed on any federal debarment lists or other exclusionary registries.

The contractor must ensure and certify that no employee assigned to work under this contract has ever been convicted of any crime classified as a sexual offense, or any crime involving a minor e. g. , crimes against children. he presence of such a conviction automatically disqualifies an individual from performing work under this contract.
