Sealed proposals for the annual supply of liquid sodium hypochlorite will be accepted until May 23, 2025, 10:00 AM. Bids will be evaluated based on Rhode Island General Laws ****, competitive sealed bidding, and the award will be made on the basis of the lowest evaluated or responsive bid price. Bidders must monitor the town and/or state of Rhode Island purchasing and/or bidnetdirect. com websites for any subsequent bid addendum. No addenda will be issued or posted within 48 hours of the bid submission deadline. A certificate of insurance showing $1,000,000 general liability, $1,000,000 auto liability, with the town named as an additional insured, workers compensation, with a waiver of subrogation will be required of the successful bidder. The town reserves the right to reject any or all proposals or parts thereof, to waive any formality in same, or accept any proposal deemed to be in the best interest of the town. Interpreters for the hearing impaired will be provided if requested three days prior to the bid opening. Proposals must be submitted in sealed envelopes, addressed to the Town of North Kingstown Municipal Office Building, Attn: Purchasing/Finance, 100 Fairway Drive, North Kingstown, RI ****, clearly marked with the name of the item bid, and the date and time of opening. Proposals submitted for a specified item must not be combined under the same cover with any other bid item. Telegraphic, telephonic, or oral bids, amendments, or withdrawals will not be accepted. The town reserves the right to request evidence that bidders are normally engaged in purveying the type of product, service, or equipment bid on. Bidders must inspect the specifications and contract documents, including all addenda. Bid security is 5% of the contract price. The town intends to permit liberal scope in bidding and specifically does not intend to limit bidding to any make or model. Prices shall be irrevocable for 90 days, or until the bid is awarded by the town council. Delivery shall be F. O. B. North Kingstown, Rhode Island or as specified on the bid proposal form. The contract period is found in the standard form of agreement. These contracts may be renewed or extended, from time to time, when agreed to, in writing, by both parties. The successful bidder will be required to comply with various labor regulations, safety standards, and accident prevention measures. The successful bidder will be required to furnish the town with a performance bond and labor and material payment bond, each in the amount of 10% of the contract price. All applicable federal and state laws, ordinances, and codes apply to this contract. The town will not award the contract to any contractor who is ineligible under applicable regulations or is not qualified under applicable ordinances or laws. Failure to complete the project within the agreed time schedule will result in a liquidated damage cost of **** per day. The lowest qualified bidder will be awarded the contract, if the bid does not exceed the estimated funds available. Pre-bid conferences may or may not be scheduled, so it will be the responsibility of each bidder to visit the site and be familiarized. All prices submitted shall be unit prices for delivered gallons of specified chemical to the wells. Offloading of the chemical to bulk storage tanks at each of the wells is a requirement of the bid. Delivery driver should be prepared to provide the water system operator receiving the delivery with a one-quart sample in a clear glass bottle for visual inspection prior to the initial offload. This is a combined synopsis/solicitation for rental equipment and services for the USS Harry S. Truman CVN 75 homecoming event at Naval Station Norfolk, Pier 14 on May 27, 2025. The solicitation closes at 12:00 PM EST on Tuesday, May 13, 2025. The contract will be awarded based on best value to the government, considering price, technical capability, past performance, and ability to meet the required schedule. Delivery and setup are required by Friday, May 23, 2025, at 6 PM local time, and breakdown and pickup by Wednesday, May 28, 2025, at 6 PM local time. Delivery drivers and setup personnel must have Norfolk Naval Base access. The government reserves the right to inspect all equipment upon delivery. Payment will be made in accordance with the terms of the contract and upon completion of services. The contractor shall comply with all applicable federal, state, and local laws, as well as US Navy and Naval Station Norfolk regulations. The contractor shall follow all OSHA, DOD, and base-specific safety guidelines.
