Payment will be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and describe the work completed in detail.

Contractor shall provide, at minimum, full warranty coverage including labor, material, and equipment deficiencies for twelve 12 months or the manufacturer warranty, whichever is greater.

Bidders must have at least three years of relevant experience, personnel with one year of experience and appropriate TDL R certification, and provide a minimum of three verifiable references.

An optional onsite visit will be conducted on July 6, 2026, at 10:00 am Central Time at Austin State Hospital.

Failure to comply with communication restrictions, submit a properly completed HUB subcontracting plan, or provide required documentation may result in disqualification.

The project completion deadline is August 31, 2027. Deliverables must be provided on specified dates, and any changes require written approval from the TJJD contract manager.

Payment will be made within thirty (30) days from receipt of a correct and itemized invoice. Payments are contingent upon the availability of appropriated funds.

The vendor shall state the manufacturer's warranty offered for the proposed equipment, including the number of years of coverage for parts and labor.

The selection of the proposal for award will be based on the best value to TJJD, considering key personnel qualifications and experience (20 points), work plan and technical approach (35 points), products and equipment (30 points), and price (15 points).

Respondents must be established, financially stable companies with a minimum of five consecutive years of experience as a general contractor within the past ten years, and have completed at least three projects of similar dollar value and complexity within the last five years.

Key Performance Indicators (KPIs) are requirements where failure to meet performance results in harm to TJJD, and liquidated damages (LDs) apply. LDs are an exact amount of money or a set formula to compensate for losses due to a breach of contract.

There will be two mandatory site visits on July 9, 2026, at 10:00 a. m. and July 10, 2026, at 9:00 a. m. Failure to attend either site visit will result in the bid being considered non-responsive.

Formal protests must be made in writing and received in the office of the CFO within 10 workdays after the protesting party knows, or should have known, of the occurrence of the action that is protested.

Failure to comply with proposal submission instructions, including acknowledging addenda, may result in disqualification. Failure to attend mandatory site visits will also lead to disqualification.
