The US Embassy in Kampala is seeking proposals for locally-employed
staff health and/or life
insurance coverage. Proposals are due August 11, 2025, at 10:00 AM, and must be submitted electronically to ***@***. *. * in specific size and format (MS Word ****, MS Excel ****, or Adobe Acrobat PDF). Offerors must be registered in the SAM system (www. ***. *. *) prior to submission. A pre-proposal conference will be held on July 23, 2025, at 10:00 AM at the US Embassy. Additional information is available by contacting the contracting officer by July 21, 2025, at 12:00 PM. The contract is a fixed-price contract with economic price adjustment requirements. Specific details regarding required documents (SF332, pricing schedule, retention amounts, representations and certifications, additional information) are outlined in the solicitation. The contract minimum guarantee is USD 5,000 for each period of performance. The maximum amount is TBD. The performance period is one year beginning December 26, 2025, with four-year options to renew. The government may issue orders requiring delivery to multiple destinations or performance at multiple locations. The contract incorporates numerous clauses by reference from the Federal Acquisition Regulation (FAR). The contractor is responsible for all planning, estimating, programming, project management, scheduling, dispatching, supervision, and inspection of work. The contractor must maintain satisfactory standards of employee competency, conduct, cleanliness, appearance, and integrity. The contractor must provide a brochure with a complete listing of health
insurance benefits within 14 days of contract award. The contractor shall maintain medical
insurance files for each covered employee and dependent, including receipts and proof of paid claims, requests for claim reimbursements, and accounting of paid benefits. Invoices for US government employees shall be submitted in an original and three copies to the designated billing office.
