The State of Hawaii Employees Retirement System (ERS) is seeking proposals for publication design and printing services for its Holomua newsletter. The contract will be for a three-year term with two optional one-year extensions. Services include graphic design, editing, copywriting, layout, printing, and distribution. Proposals are due August 10, 2026. Offerors must be registered to do business in Hawaii and compliant with Hawaii Compliance Express. The award will be based on best pricing and demonstrated experience.
The publication schedule includes tentative mailing dates starting September 30, 2026, for the base year. Specific delivery dates for each issue will be coordinated based on the publication schedule.
Payment will be made upon submission of original invoices certifying services have been performed according to the contract. Final payment is subject to tax clearance.
Award will be based on the offeror's best pricing, demonstrated experience, and 3rd party verification of competency and experience to perform and comply with the requirements.
Offerors must have experience performing editing of similar types of work, possess professional grammar skills, and have an office presence in Hawaii.
Liquidated damages may be assessed if the contractor fails to cure delays or nonperformance within the specified time, as per the contract terms.

Proposals will not be considered if offerors are not duly registered to do business in Hawaii and compliant in Hawaii Compliance Express by the IFB closure date and time.
