The performance period for the project will be 235 calendar days from issuance of the notice to proceed.

Payment will be processed via electronic funds transfer EFT in accordance with **** Payment by Electronic Funds Transfer System for Award Management.

The award will be made to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals necessary to remove the existing 4,800 Mbtu summer boiler and install a new 7,500 Mbtu watertube boiler system.

Offerors must be registered in SAM. gov and their business size metrics must be less than or equal to the size standard for NAICS code **** must also include a specification sheet and any submittal information about the products offered in their quotation.

Failure to be registered in SAM. gov or to have business size metrics that do not meet the size standard for NAICS code **** could lead to disqualification.

Proposals are due by 3:00 p. m. EST on July 1, 2026.

The government intends to award a contract based on best value tradeoff, considering technical construction management, past performance, and price. The non-price factors (technical and past performance) are significantly more important than price.

Offerors must be registered in SAM and CVE verified. The firm must have a corporate experience with at least 5 projects completed within the last five years, similar in size and scope, with at least two being boiler-related. Key project personnel must meet specific experience, education, training, and certification requirements. Firms with an EMR score above 1. 0 will be found technically unacceptable.

A mandatory pre-proposal site visit is scheduled for Wednesday, June 3, 2026, at 2:00 p. m. EST at the VA Medical Center, Engineering Building 7, Clarksburg, WV. Individual site visits will not be conducted.

Failure to provide a duly executed teaming agreement within 10 calendar days, failure to submit mandatory information for an evaluation factor, or not being CVE or SAM verified at the time of bid submittal may result in disqualification or rejection.

The magnitude for construction for this project is between $2,000,000 and $5,000,000.

All proposals must be received no later than 11:00 a. m. on June 11, 2026.

All goods and services furnished shall be warranted to meet or exceed specifications as required. Please include any additional terms and warranty information in your bid.

It is the intent to make an award based on the lowest responsive and responsible proposal, and what is in the best interest of the North Kingstown School Department.

Bidders must be prepared to show they have a suitable financial status, adequate equipment, and appropriate technical experience. Copies of licenses and insurance must be submitted with a bid offer.

Any proven violation of the warranty and representation by a bidder shall render the bidder's contract terminated and the bidder shall be required to reimburse the North Kingstown School Department for any and all costs incurred by the district, including reasonable attorney fees.

A non-mandatory pre-bid conference will be held on June 2, 2026, at 2:30 p. m. at North Kingstown High School.

Samples of items, when required, must be submitted with the time specified and at no expense to the North Kingstown School Department.

Proposals determined to be made in collusion with any other bidder shall be disqualified. Failure to comply with requisites may result in rejection.

Project completion is expected by October 30, 2026.

Payment terms are net forty-five (45) days, subject to any discounts for prompt payment. CIHA has implemented an electronic funds transfer (EFT) payment process.

Award will be made to the lowest priced, responsive and responsible bidder.

Bidders must be responsible and responsive contractors. They must also submit a letter from their surety evidencing their ability to obtain the required bonding capacity.

A pre-bid walkthrough is mandatory on June 3, 2026, at 2:00 p. m. at **** Centennial Circle.

The last day for questions is June 10, 2026, at 5:00 p. m.

Bids received after the deadline will be rejected. Faxed bids will not be accepted. Failure to submit required documents, such as the bid bond or previous participation certificate, may result in rejection.

The deadline for TMD to receive bids is 06/05/2026 at 2:00 PM CST.

TMD will pay contractor on the basis of itemized invoices submitted to and approved by TMD. Texas Government Code Chapter ****, the Prompt Payment Act, will govern payment and accrual of interest on any overdue payments. Tmd recommends electronic funds transfer (EFT) for payments.

Contractor shall provide all documentation for warranties, equipment paperwork and workmanship to Tmds project manager.

In determining the best value, Tmd shall consider the price of the item, compliance with stated specifications coupled with the quality and reliability of the goods and services, delivery timeframe, and indicators of probable performance under the contract.

Respondents must demonstrate that respondents operations conform to applicable Tmd, state, and federal policies and standards. Respondent must identify and provide, verification of experience, a minimum of three 3 past or current projects of similar size and complexity performed within the past five 5 years.

If contractor fails to comply with the terms of the contract, Tmd may withhold contractors payment. If noncompliance results in Tmd purchasing goods or services from another entity to remedy the noncompliance, Tmd will deduct those costs from contractors payment.

A mandatory site visit will be held on 05/28/2026 at 10:00 AM and 1:30 PM at **** West 35th St. , Bldg 66, Austin, TX **** to attend one of the site visits will result in disqualification of the response.

The last day to submit written questions for clarification to Tmd is 06/01/2026 at 2:00 PM.

Failure to attend one of the mandatory site visits will result in disqualification of the response. Failure to sign the document will disqualify the response. Failure to acknowledge amendments may subject the response to rejection.
